Evropska Komisija je juče izdala četvrti poziv za istraživačke i razvojne ideje unutar FP7 (Framework Programme 7), a u ICT grupi (Information and Communication Technologies). Rok za ponude je 1 April 2009 (milsim da im ovo nije prvi put da biraju prvi april kao važan dan :)
Za one koji nisu upoznati sa FP7 radi se o ogromnom novcu koji EC izdvaja za Istraživanje i Razvoj. FP7 traje 5 godina, sad smo u drugoj ili trećoj godine, ne sećam se ni sam, i radi se o preko 53 milijarde Evra. Srbija je ravnopravan pratner od nedavno.
Tako, ICT Call 4 je počeo, odvojeno je 801 miliona Evra. Jedno od osnovnih pravila je da u ponudi moraju da učestvuju najmanje 3 partnera iz 3 EC države (treba proveriti da li je svaki ravnopravni partner i „država". Ako to nije slučaj, nego se računaju samo EC zemlje, odna bi srpske institucije i firme morale da budu u konzorcijumima od najmanje 4 partnera (3 EC plus Srbija). Ovo obično nije problem pošto u prosečnoj ponudi učestvuje više od 4 partnera).
Ovde je objavljen poziv i za one koji po prvi put razmišljaju da učestvuju nekoliko dana čitanja dokumenata sa FP7-Cordis sajta je osnovni i prvi korak.

Posle toga institucija ili krene da piše ponudu po nekoj svojoj ideji, i usput traži partnere sa kojima onda tu ideju iterativno razvija, ili pokušava da se ubaci na neki drugi konzorcijum gde može da doprinese R&D ili eksperimentalnim poslom.
U ovoj igri ima sve više konkurencije, politike, poznanstava i ostalog ali ima i toliko novca da, sve zajedno:
- Nema garancije da će se uspeti u prvom, drugom itd pozivu (u sledećih 12 meseci će biti oko 3 ICT poziva, a ICT nije sve nego samo 17-18 od onih 53 FP7 milijardi)
- Ali, za firme sa bar jednom pametnom i ozbiljnom osobom koja na FP7 ponudama radi većinu radnog vremena za vreme dok poziv traje šanse da se za godinu-dve dobije deo projekta u vrednosti od, recimo 50,000 pa do nekoliko stotina hiljada evra su, po mom mišljenju, mnogo veće od 50%. Ja bih te šanse pre stavio oko 75%.
Ovi projekti su pametniji od prosečnog komercijalnog projekta, opušteniji, komercijalne firme dobijaju oko 75% ukupne vrednosti posla (plate plus režija), tako da su bar plate pokrivene sa preko 100%, intelektualna svojina ostaje firmama, novac ne mora da se vraća. Obrazovne institucije dobijaju 100% novca ali rezultate rada moraju da stave u „public domain".

Future and Emerging Technologies (FET) fosters frontier research that will open up new avenues across the full breadth of future information technologies. FET acts as a pathfinder while having the agility to react to new ideas and opportunities, as they arise from within science or society.
